This Community Risk Reduction and Climate Adaptation Planning and Implementation Guidebook provides a simplified step-by-step process to help disaster management practitioners in Uganda Government agencies and civil society organizations to engage and facilitate vulnerable communities in the identification and assessment of risks affecting them, and through consensus conceive and implement risk reduction interventions.
The guidebook’s approach is a sustainable strategy for building resilience among the vulnerable communities. It provides for inclusive participation in community action planning of the diverse segments of communities including women, men, elders, youth, people with disabilities, and ethnic minorities.
This shift from a reactive disaster response to a proactive disaster risk management paradigm mobilizes communities to identify hazards affecting the community and profile the identified hazards. It facilitates communities to conduct participatory vulnerability and capacity assessments in order to generate relevant information, and empowers them to implement their Community Risk Reduction Plans.
