The purpose of this HACT assessment was;

• Capacity development objective: To review on behalf of UNDP and government and identify strengths and weaknesses in the Ministry of Water and Environment’s capacity for financial management and areas for capacity development by government and others.
• Financial management objectives: The review was to assist in the establishment of appropriate cash transfer modalities, procedures, and assurance activities to be applied by UNDP in regard to funding Ministry of Water and Environment.
