Uganda’s Experience on Implementing Plans for Emergence: Export Diversification for Structural Transformation – 2017 Report

This report assesses the extent to which Uganda is on track to progress from a least developed to a middle-income country by 2020, building on the conditions for emergence that were set by the First International Conference on the Emergence of Africa (ICEA).
It assesses the extent to which these conditions hold for Uganda while analyzing the economic development trends particularly for trade diversification and how this relates to the path towards structural transformation. It also recommends actions for reorienting the thinking and planning to expedite Uganda’s progression.
