Strengthening Climate Information and Early Warning Systems for Climate Resilient Development and Adaptation to Climate Change in Uganda

What is the Project about

Uganda is particularly vulnerable to the increasing frequency and severe droughts, floods and severe storms and their impacts on sectors such as agriculture, fisheries, as well as infrastructure. These climate-related hazards have increasingly adverse effects on the country and future climate change is likely to further exacerbate the situation especially since a large proportion of the Ugandan population has a low capacity to adapt to climate change.

Despite these hazards, information on weather and climate as well as disaster management in Uganda, has until now mostly focused on relief and rehabilitation. At present there are limited hard (e.g. weather/climate observing infrastructure and communications equipment) and soft (e.g. weather forecasting and analysis) technologies as well as human capacity to utilize these tools. This has resulted in:

  • Inadequate monitoring and forecasting of climate hazards;
  • Insufficient communication and restricted responses to impending climate hazards;
  • Constrained planning for long-term climate changes in economic development and risk reduction efforts.

In light of this, UNDP in Uganda with funding from the Global Environment Facility (GEF) is supporting the Government of Uganda on a project that will ensure establishment of the much needed information infrastructure on weather, climate and disaster management.

This project on “ Strengthening Climate Information and Early Warning Systems for Climate Resilient Development and Adaptation to Climate Change in Uganda”, will be implemented by the Uganda National Meteorology Authority  and the Department of Water Resources Management in the Ministry of Water and Environment, in partnership with the Ministry of Agriculture, Animal Industry and Fisheries, Office of the Prime Minister and other relevant partners at the national and district level.UNDP provides quality assurance and oversight to project implementation.

The project will cover 28 districts in the country focusing on the disaster prone areas of Mbale region, Teso region, Northern and Western region.

Project Objectives

  • Establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes,
  • Develop and disseminate tailored weather and climate information (including colour-coded alerts – advisories, watches and warnings – for flood, drought, severe weather and agricultural stresses, integrated cost-benefit analyses and sector-specific risk and vulnerability maps) to decision makers in government, private sector, civil society, development partners and local communities in the Teso and Mt Elgon sub-region; and 
  • Integrate weather and climate information into national policies, annual work plans and local development including the National Policy for Disaster Preparedness and Management, and district and sub-county development plans in the priority districts of Bukedi, Busoga, Elgon, Teso, Acholi, Karamoja and Lango sub-regions.

Who finances it



The four year project (2014-2017) is financed through Global Environment Facility (GEF) to a tune of USD4M.
