Government of Uganda and United Nations Development Programme launch new Protocol Information Management System

Kampala, June 21, 2018 – The Ministry of Foreign Affairs (MoFA) has today launched a new e-system to manage the administration of privileges and immunities to foreign diplomats.

The new Protocol Management Information System (PIMS) was launched by Hon. Henry Oryem Okello, the State Minister for Foreign Affairs and witnessed by Ms. Rosa Malango, the UN Resident Coordinator and UNDP Resident Representative and various other members of the diplomatic in Uganda.

Developed in partnership with the United Nations Development Programme (UNDP), the new PIMS will improve delivery of protocol and consular services at MoFA through the automation of its protocol service processes including; arrival notification, accreditation and Identity card (IDs), tax identification, permits and passes; motor vehicle registration, driver’s license, customs clearance; tax refund; airport pass; aircraft clearance.

“This system is very important for the Ministry because it will help us to become more efficient and serve our clients – the foreign diplomats – quicker,”

Hon. Henry Okello Oryem said during the launch ceremony for the system held at the Ministry of Foreign Affairs offices in Kampala.

He added that new system responds to the Government’s national electronic framework which recognises Information Communication Technology as a mechanism to foster economic development and e-governance as an important way to improve service delivery.

“I applaud the Ministry of Foreign Affairs for creating an innovative, cost effective, convenient & customised system to meet the needs of diplomats in Uganda,” Ms. Rosa Malango said while speaking during the launch, adding that she hoped the system would not only improve service delivery but also strengthen international partnerships.

Ms. Malango pronounced UNDP’s commitment to continue supporting the roll out of the PIMS for a period of one year so that it can be operationalised & linked to other government services.

The Protocol Management Information System is a secure web-based system that improves the availability and accuracy of data on diplomatic immunities and privileges. The system will benefit diplomatic missions, public agencies and citizens by providing easy and efficient access to the archived records. It is set to become the gold standard for diplomatic corps and will ensure the digital archives, are future-proofed.
