PRESS RELEASE: First high level dialogue on agricultural transformation focusing on revitalising cooperatives to be held in Kampala

Kampala – The agriculture sector is a central feature of the Ugandan economy. The second National Development Plan (NDPII), identifies it as one of the priority development areas that will propel Uganda to a middle income country in the next five years.

This is in recognition of the sector’s continued importance as a source of livelihoods for the majority of the population, together with its potential to significantly contribute to economic growth and poverty reduction.

Given its role to Uganda’s development, there have been debates in the public policy community on how best to revitalize it to harness its underutilized potential. One of the key directions highlighted in the policy discourse, and in the NDPII is the feasibility of re-engineering and promoting cooperative arrangements.

To start a discussion on this, the United Nations Development Programme (UNDP) in partnership with Ministry Trade, Industry and Cooperatives, Ministry of Agriculture, Animal Industry and Fisheries and the Uganda Cooperatives Alliance (UCA) will hold the first High Level Dialogue on Agricultural Transformation on the theme of; “Revitalizing Cooperatives for ‘Smart’ Agriculture and Structural Socio-economic Transformation.”

The dialogue will highlight the key experiences of the cooperative movement in Uganda and how these can be re-engineered to enable agricultural transformation in Uganda.
Discussions will focus on new innovative ideas that can move Uganda from subsistence to a mechanised agriculture while putting value addition at the forefront of the sector.

“I believe this high level policy dialogue will generate crucial discussions that are pertinent for the transformation of Uganda’s agriculture sector, especially since its theme highlights the importance of organising the sector to achieve the transformation we want,” Almaz Gebru, the UNDP Country Director said of the dialogue.

Key submissions from the dialogue will be incorporated into a UNDP report on; Re-engineering Cooperatives into Enablers of Agricultural Transformation in Uganda, which will, offer suggestions on policy options, institutional arrangements and models of organisation necessary for optimising the contribution of cooperatives to agricultural transformation in Uganda.
